The primary functions of this wing are:
- Preparing draft of Provincial Finance Commission Award and dealing with issues related to it
- Managing obligatory resource transfer to TMAs and UAs as per PFC Award
- Handling octroi/financial issues of Cantonment Boards
- Sanction and release of supplementary grants to district governments, TMAs and concerned departments
- Grant of NOC/permission to district governments for purchase/replacement of vehicles
- Implementation of Chief Minister’s directives regarding district governments, TMAs and concerned departments
- Release of Urban Immoveable Property Tax funds to TMAs
- Creation/continuation of posts in district governments, TMAs and concerned departments
- Sanction of re-validation/re-authorization of lapsed funds of DGs, TMAs and concerned departments
- Sanction of SNEs and release of development funds to DGs, TMAs and concerned departments
- Release of funds for Tamir-e-Punjab Programme
- Dealing with the issues of following development projects/programmes
- Decentralization Support Programme
- Punjab Municipal Development Fund Company
- Southern Punjab Basic Urban Services Project
- Punjab Rural Support Programme
- Examination of cases of re-appropriation of funds, statement of excesses and surrenders and regular budget of district governments, TMAs and concerned departments
- Processing cases of grants-in-aid
- Sanction of advance withdrawal of funds
- Sanction of purchase of goods beyond the powers of AD
