Qualifications:
Mr. Saif Ullah has done LLM in International Economic Law and MPA in International Development from Harvard University, USA. Also trained at IIEP UNESCO Paris in Education Budgets and Financial Management.

Distinction:
Awarded Fulbright Scholarship & nominated as JJWB Scholar by Harvard Kennedy school of Government.

Work History:
Mr. Saif Ullah is an officer of Pakistan Administrative Service. His professional experience includes working for federal Provincial and District Governments, in diverse sectors such as revenue collection municipal administration, law and order, finance and education.
Mr. Saif Ullah has held leadership positions in field, secretariat and targeted development projects both in Gilgit-Batistan and Punjab.
At Finance Department Punjab, he is responsible for budget preparation, resource mobilization, internal controls, PFM reforms, debt management, tax policy and fund management.
He has led many teams to negotiate loans, and finalize design of development projects.
He has also authored many policy papers and monographs on governance institutional reforms which interalia covered subjects of Multilateral & Plurilateral trade Negotiation Strategy, Sustainable Development and Use of Natural Resources, District Education Authorities in Punjab.
His special interests include tax reforms, impact evaluation and designing problem driven solutions and their iterative adaption.
